A new government was set up to conduct the HAT transition with Andry Rajoelina


Andry Rajoelina already warned Malagasy people (including the opposition) and the International community during his last national declaration on Wednesday May 12th: no more negotiation – a new road map to the 04th republic. This road map starts with a governmental reshuffle and will end with the first presidential elections of the 04th republic.

The first move related to this new road map (slandered by everybody except France, Senegal, and the OIF (International Organization of the Francophonie)) was discreetly made yesterday when everybody in Madagascar enjoyed the Whit Monday.

The new government was officially set up yesterday by the decree n° 2010-360 of May 24th, 2010. There are ten new comers and 21 “lucky guys”  (we mean by that they kept their ministerial seat).

  • Vice Squadron Admiral Hyppolite Ramaroson: he remains as the minister of foreign affairs of the HAT;
  • General André Luçien Rakotoarimasy: new comer, he is the new minister of defense of the HAT in replacement of General Camille Vital who temporarily handled the position after the sacking of General Noel Rakotonandrasana who has been suspected of being involved in a conspiracy to make a coup against Andry Rajoelina. The General André Luçien Rakotoarimasy was the director of the military cabinet of the president of the HAT.
  • Jean: new comer, he is the new minister of interior in replacement of Mrs. Manorohanta Cécile. He was the vice-president of the national union of the civil administrators. Obviously, his appointment was the result of intense pressure from civil administrators made on the HAT to choose a civil administrator as minister of interior. The rumor which told that the HAT was planning to appoint a gendarme as the next minister of interior, has triggered protest and strike movements of the civil administrators throughout Madagascar two weeks ago. This new minister, in the era of cold war, has studied management of public companies in the USSR.
  • Mrs. Christine Razanamahasoa: she remains as minister of justice.
  • Remy Organès Rakotomihantarizaka: he remains as minister of homeland security.
  • Hajo Herivelona Andrianairivelo: he remains as minister of town and country planning and decentralization.
  • Athanase Tongavelo: he remains as minister of high education and scientific research.
  • Julien Razafimanazato: he remains as minister of national education.
  • Mrs. Irène Andréas Victoire: she remains as the minister of tourism and crafts.
  • Roland Ranjatoelina: he remains as the minister of transport.
  • Nirhy-Lanto Andriamahazo: he remains as the minister of water.
  • Richard Fienena: he remains as the minister of industry and economy.
  • Fredddie Mahazoasy: new comer, he is the new minister of trade in replacement of Jean Clause Rakotonirina. He was known as among the right-hand men of the former president Marc Ravalomanana: he was the national coordinator of the PIC project (Integrated Poles of Growth), a project which has been funded by the World Bank.
  • Mamy Ratovolomalala: he remains as the minister of mines and hydrocarbons.
  • Jean Rodolphe Ramanantsoa: he remains as the minister of energy.
  • Lieutenant-Colonel Georget Mandehatsara: new comer, he is the new minister of fishery and sea resources in replacement of Alain Andriamiseza. Alain Andriamiseza is known to be the “traitor” to the cause of the legalists (a movement in which he was initially among the most active animators)
  • Juscelyno Jaonina Mamitiana: he remains as the minister of agriculture.
  • Jean-De-Dieu Maharante: he remains as the minister of breeding.
  • General Herilanto Raveloharison: new comer, he is the new minister of environment and forests in replacement of General Calixte Randrianarisoa. 
  • Eric Razafimandimby: he remains as the minister of public works and meteorology.
  • Iharizaka Rahaingoson: new comer, he is the new minister of telecommunication, post and new technology in replacement of Augustin Andriamananoro.
  • Serge Ranaivo: he remains as the minister of youth and leisure.
  • Virapin Ramamonjisoa: he remains as the minister of sports.
  • Wiliam Noelson: he remains as the minister of labor.
  • Mrs. Nadine Ramaroson: she remains as the minister of population and social affairs.
  • Mrs. Mialy Mireille Rakotomalala: new comer, she is the new minister of culture and patrimony in replacement of Gilbert Raharizatovo.
  • Félix Malazarivo: new comer, he is the new minister of communication in replacement of Mrs. Nathalie Rabe. In the era of cold war, he has studied communication in the USSR.
  • Brigadier Randrianazary: new comer, he is the new secretary of state of the national gendarmerie in replacement of Brigadier Claude Ravelomanana. He was the director of the Malagasy secret services in the era of Ravalomanana: the CIS (Central Intelligence Service).
  • Mrs. Marie Lydia Raharimalala Toto: she remains as the minister of vocational training.
  • General Rajaonarison Pascal Jacques: new comer, he is the new minister of public health in replacement of Alain Tehindrazanarivelo.
  • Hery Rajaonarimampianina: he remains as minister of finances and budget.

The Prime Minister General Camille Vital remains at his seat.
