- The amnesty law must pass (the one which has been drafted and proposed to the government by the current Congress of Transition);

- Marc RAVALOMANANA must go back to Madagascar.

After this Troika meeting, the first signs of unwillingness came from Andry RAJOELINA, the HAT (High Authority of the Transition) and Christine RAZANAMAHASOA, the minister of justice. Yesterday during his visit of the Toamasina port, Andry RAJOELINA said that the return of Marc RAVALOAMANANA was not a matter of emergency and not his priority at all. According to him, there are other provisions in the road map which have to be emplemented before the return of the last democratically-elected president: the implementation of the CENI, the implementation of the national reconciliation committee and the amnesty law. Christine RAZANAMAHASOA shared her doubt about the deadline of February 29th, 2012. “This is too important to be considered in just so limited amount of time …”  She said. In her point of view: the proposal of amnesty law still has to pass by the council of government and the council of ministers before being returned to the two chambers of the transitional parliament (congress of Transition and High Council of Transition) to be voted.

PRESS STATEMENT OF THE MINISTERIAL COMMITTEE OF THE ORGAN TROIKA

25 JANUARY 2012

1.     The Southern African Development Community (SADC) Ministerial Committee of the Organ (MCO) Troika, comprising of South Africa as Chair, the Republic of Zambia and United Republic of Tanzania as well as the SADC Secretariat, convened an urgent meeting in Pretoria to consider the recent political and security developments in Madagascar as they relate to the implementation of the Roadmap. The meeting was attended by the Malagasy political stakeholders among them; the representatives of President of the Transition, Prime Minister of Consensus, the Deputy Prime Minister, the President of the Congress of Transition and Mouvances Ravalomanana and Zafy, respectively.

2.     The meeting of the MCO Troika took place within the context of the implementation of the SADC “Roadmap for Ending the Crisis in Madagascar”. The Organ Troika reflected on the political situation in Madagascar including the events of 21^st January 2012 in which former President Ravalomanana was denied entry into Madagascar.

3.     In this regard, the MCO Troika reiterated the importance of adherence to the letter and spirit of the signed Roadmap as the most viable instrument that could contribute towards ensuring peace, stability and democracy in Madagascar. To this end, the Organ Troika emphasised the need to avoid the selective implementation of the Roadmap. Therefore, the Malagasy stakeholders were urged to expedite the process of implementing all the outstanding articles of the Roadmap especially those relating to confidence building measures such as the enactment of Amnesty laws; release of political prisoners; the unconditional return of political exiles and protection and promotion of human rights as they relate to the freedoms of assembly and expression.

4.     The  MCO Troika reaffirmed the significance of the Roadmap as the only mechanism for resolving the current political crisis.  In addition, it re-emphasized that the Roadmap is aimed at facilitating a process leading to the holding of free, credible and transparent elections.  SADC calls on the establishment of a credible and acceptable electoral body (CENI) that will prepare and conduct elections that reflect the popular will of all the Malagasy people. It also noted the recently passed legislation by parliament in this regard as well as the expert support that the UN provided in this process.

5.     Considering the events of 21^st January 2012,  MCO Troika implores upon all the signatory parties and there supporters to desist from engaging in any further decisions and activities that are designed to cause division and which casts aspersions on the current  SADC sponsored political process. It furthermore, calls upon all the signatory parties not to withdraw from the Roadmap process but to remain committed to its letter and spirit, the principles of which include integrity,inclusivity and impartiality.

6.     The MCO Troika furthermore demands the prioritisation of the enactment of Amnesty laws by 29^th February, 2012 to facilitate the unconditional return of exiled political leaders. In this regard, SADC also calls upon the transitional authority to ensure the safety and security of all the exiled returnees, and the further implementation of the RoadMap.

7.     In addition  the MCO Troika appeals to all the political leaders of the various parties to provide the necessary  leadership,political maturity, functional coherence and responsible mannerisms in order to find ways of working together during this critical period. The interests of the Malagasy nation must be placed above  narrow party political,emotional,historical and individual interests.

8.     In conclusion the SADC MCO Troika will continue to remain seized with the Madagascar political process in order to ensure that she  returns to constitutional normalcy and a democratic dispensation.

South Africa, Nigeria, Kenya, Egypt and Morocco lead Tweeting on the continent

Nairobi, 26 January 2012 – Young people Tweeting from mobile devices are driving the growth of Twitter in Africa, according to How Africa Tweets, new research launched in Nairobi today.

In the first ever attempt to comprehensively map the use of Twitter in Africa, Portland Communications and Tweetminster analysed over 11.5 million geo-located Tweets originating on the continent during the last three months of 2011. This pan-African analysis of Twitter traffic was complemented by a survey of 500 of Africa’s most active Tweeters.

How Africa Tweets found:

·         South Africa is the continent’s most active country by volume of geo-located Tweets, with over twice as many Tweets (5,030,226 during Q4 2011) as the next most active Kenya (2,476,800). Nigeria (1,646,212), Egypt (1,214,062) and Morocco (745,620) make up the remainder of the top five most active countries.

·         57% of Tweets from Africa are sent from mobile devices.

·         60% of Africa’s most active Tweeters are aged 20-29.

·         Twitter in Africa is widely used for social conversation, with 81% of those polled saying that they mainly used it for communicating with friends.

·         Twitter is becoming an important source of information in Africa. 68% of those polled said that they use Twitter to monitor news. 22% use it to search for employment opportunities.

·         African Twitter users are active across a range of social media, including Facebook, YouTube, Google+ and LinkedIn.

Mark Flanagan, Portland’s Partner for Digital Communications, says: “One of the more surprising findings of this research is that more public figures have not joined Africa’s burgeoning Twittersphere. With some notable exceptions, we found that business and political leaders were largely absent from the debates playing out on Twitter across the continent. As Twitter lifts off in Africa, governments, businesses and development agencies can really no longer afford to stay out of a new space where dialogue will increasingly be taking place.”

How Africa Tweets found that Twitter is helping to form new links within Africa. The majority of those surveyed said that at least half of the Twitter accounts they follow are based on the continent.

Beatrice Karanja, Associate Director and head of Portland Nairobi, says: “We saw the pivotal role of Twitter in the events in North Africa last year, but it is clear that Africa’s Twitter revolution is really just beginning. Twitter is helping Africa and Africans to connect in new ways and swap information and views. And for Africa – as for the rest of the world – that can only be good.”

This is a free topic event.

MADAGASCAR may be better known as the name of a fantasy Hollywood movie rather than a country, but a recent visit there revealed a sinister horror movie redolent of the worst excesses of apartheid.

First, let me declare my bias. I travelled to Madagascar as an adviser to exiled President Marc Ravalomanana, who just over two years ago was driven from the country at gunpoint in a French-backed coup d’etat that led to the installation as “president” of a “high transitional authority” of Andry Rajoelina, the 34- year-old former disc jockey and elected mayor of the capital city, Antananarivo.

Since then the country has been mired in a struggle over its political future as the Southern African Development Community (Sadc) tried to mediate a “road map” to restore it to constitutional government.

Sadc is being hard pressed to find a solution, and has now called for an extraordinary summit on Madagascar on May 20 in Windhoek. It faces twin, possibly related, problems — full-on, flat-out interference by France in the internal affairs of another country; and the seeming corruption of the Sadc mediation team to the French view.

After the coup in 2009, Sadc and the international community quite correctly declared they would have no truck with a man who had seized power violently and they imposed sanctions on the illegal regime.

Now the “road map” proposals by the Sadc mediator, former Mozambican foreign minister Leonardo Simao, seemingly aided and abetted by former Mozambican president Joachim Chissano, are that the coup leader be appointed president of a transitional government, and the real, democratically elected president is not invited back any time soon — preferably not before the election, if they can brazen that out. (The proposed diplomatic language is that he will be allowed back when and if the security situation allows it.)

This in the midst of a climate of a total absence of human rights. There are hundreds, if not thousands, of people in detention without trial. And, according to reports by international agencies and diplomats, torture is rife.

In its annual Country Reports on Human Rights Practices issued on April 8, the US government says Madagascar is ruled by an “unelected and illegal civilian regime” and that it has “failed to establish a legitimate transitional administration that would oversee free and open elections for the restoration of a legal government”. It says “military leaders continue to assert their autonomy from the current political leadership, despite their tacit support of the de facto government”.

It continues: “The following human rights problems were reported: unlawful killings and other security force abuses; harsh prison conditions, sometimes resulting in deaths; arbitrary arrest and detention; lengthy pre- trial detention; censorship; intimidation and arrest of and violence against journalists; restrictions on freedoms of speech, press, and assembly; curtailment of the right of citizens to choose their government; official corruption and impunity; societal discrimination and violence against women, and trafficking of women and children; and child labour, including forced child labour.”

Two examples quoted in the US report provide some insight into the actions of the regime. On November 23 last year, regime forces arrested a former judge of the International Court of Justice, Raymond Ranjeva, and his pregnant daughter, accusing Ranjeva of being involved in a November 17 coup attempt. Ranjeva was released on bail a few hours later, but his daughter remained in custody for insulting regime forces and was sentenced to a month of probation.

Malagasy sources tell me Ranjeva was arrested to show that no one in the country was “untouchable”, and that the arrest of his daughter was designed to intimidate him.

On May 15 last year, opposition politician Ambroise Ravonison was violently arrested during a radio interview. Two other interviewees and three members of the radio’s staff were injured, and the radio station’s equipment was vandalised. Ravonison, a French citizen, obtained a provisional release and fled the country.

Political gerrymandering in Madagascar by the regime and its French sponsor defies belief — and the world seems to care not a jot, occupied as it is by the uprisings in Egypt, Libya, Tunisia, Yemen and Côte d’Ivoire .

The coup leader and his wife are holed up in their palace. They travel only in a blue-light convoy, which roars through the narrow streets of the capital — presumably to keep them safe from inept bombing attempts.

The French ambassador, Jean-Marc Chataigner, was welcomed with open arms by Rajoelina, who said Madagascar would never separate from France, when he arrived in the immediate aftermath of the coup.

It is widely reported and believed in Madagascar that Chataigner has an office in the presidential palace. It is also widely believed that France is bankrolling the bankrupt regime. His advisers come directly from the Élysée Palace in Paris.

It appears that, at France’s urging, Rajoelina is preparing to turn his back on the Sadc mediation, believing that the seeming rejection by SA, Zambia and Botswana — the Sadc countries overseeing the “road map” mediators — in favour of the extraordinary summit on Madagascar means that his case is running into opposition from Sadc.

Instead, there was a French love fest recently as Mauriti an Foreign Minister Arvin Boolell, along with representatives from La Reunion, Seychelles and France, met Rajoelina, under the aegis of the little-known Indian Ocean Commission.

Rajoelina’s French-inspired strategy seems to be to thumb his nose at Sadc, call his own sham election, reportedly in September, and gain recognition of his government by France and her surrogates.

The question asked in Madagascar is whether Sadc will stand up to the French and what it will do to stop the regime’s unilateral actions, which are in flagrant violation even of Sadc’s as yet unapproved road map.

As a single example: the road map proposes a transitional government of national unity to oversee the free and fair internationally supervised elections. It holds that while Rajoelina can be president of the interim government, he has to appoint as prime minister a candidate from the opposition. He has simply reappointed his own prime minister to the post. One businessman in Madagascar reportedly paid $2m to the regime to be appointed to the cabinet.

While the gerrymandering continues, the Malagasy people are suffering devastating poverty (more than 75% live on less than $10 per month) and total disruption of their civil liberties from what can only be described as political gangsterism.

A peace and conflict impact assessment report prepared for the United Nations Children’s Fund by the Graduate Institute Centre on Conflict, Development and Peacebuilding last year says “Madagascar’s very sovereignty may soon be under threat”.

It points to “the cycle of extreme poverty, rising criminality, the paralysis of the armed forces and the concomitant mushrooming of ‘alternative’ security forces (militia)”, which “does not bode well for the future.

“While the political crisis continues, the country’s valuable resources continue to be plundered … and the population continues to starve. With every week those pillaging the island become increasingly ruthless…”.

Andry Rajoelina and his supporters have always said that in the aftermath of the Tunisian and the Egyptian upheavals, that the Malagasy Orange revolution has directly inspired the opposition movements from these countries. Such assertion has always sounded like stupid for me. It is just another attempt to stupefy more and more Malagasy people. It is a very awkward attempt to hijack the events of the so-called “Spring Arab” to justify a military-backed coup.

Now that Qaddafi is out of the business, Andry Rajoelina has lost a very important ally, a kind of “big brother” who was ready to teach him the basis of dictatorship and to lobby before the International Community. Now that he lost his mentor, what is he going to say? I do hope that the end of the Malagasy crisis will come as soon as possible and will be very similar to what now happens in Libya.

Washington – Le renfort des travailleurs civils américains déployés en Afghanistan pour contribuer à améliorer la gouvernance, à créer des débouchés économiques et à soutenir la société civile a changé en mieux le quotidien de la majorité des Afghans, déclare Mme Clinton. « Nous sommes encouragés, à juste titre, par ce que nous avons accompli », ajoute-t-elle.

Lors d’une déposition à la commission sénatoriale des relations extérieures, tenue le 23 juin à Washington, Mme Clinton a dit aux parlementaires que le triplement des effectifs civils, et notamment de spécialistes du développement, depuis janvier 2009, avait pour objectif « de faire participer les Afghans à la construction de l’avenir de leur pays et de leur fournir des options viables face à l’extrémisme et à la rébellion ».

« Il ne visait pas, et il n’en a jamais été question, à lever tous les défis de l’Afghanistan en matière de développement », a souligné la secrétaire d’État. Compte tenu des circonstances difficiles qui prévalent dans le pays, les civils ont fait porter le plus gros de leurs efforts sur les ministères et secteurs clés, et les résultats qu’ils ont obtenus sont impressionnants.

« La croissance économique est en hausse. La production d’opium est en baisse. Sous les talibans, 900.000 enfants seulement, tous des garçons, étaient scolarisés ; en 2010, le pays comptait 7,1 millions d’élèves, dont près de 40 % étaient des filles. Des centaines de milliers de cultivateurs ont été formés et ont bénéficié de nouvelles semences et d’autres techniques. Plus de 100.000 micro-prêts ont été consentis à des Afghanes. Le taux de mortalité infantile affiche une baisse de 22 % », a détaillé Mme Clinton.

Les Afghans voient les progrès réalisés « dans leurs rues, dans leurs écoles, dans leurs champs » et le gouvernement Obama demeure « déterminé à combattre la corruption et à renforcer l’État de droit dans un environnement très difficile », a affirmé Mme Clinton.

Parallèlement au processus de transition de la responsabilité de la sécurité aux Afghans, lequel sera achevé en 2014, le rôle des civils va lui-même évoluer : au lieu de privilégier les projets de stabilisation à court terme qui étaient essentiellement liés à la stratégie militaire des États-Unis, les civils vont se concentrer sur « les projets de développement durable à plus long terme qui seront axés sur l’encouragement de la croissance et l’intégration de l’Afghanistan à l’économie du sud de l’Asie centrale », a expliqué la haute responsable.

La veille, le président Obama avait annoncé le retrait de 33.000 soldats du territoire afghan d’ici à la fin de l’été 2012. Il avait ajouté que les rapatriements se poursuivraient régulièrement, à mesure que les forces afghanes prendraient la relève.

« Notre mission de combat passera à une mission de soutien. D’ici à 2014, ce processus de transition sera achevé, et les Afghans seront responsables de leur propre sécurité », avait précisé le président.

Le président de la commission sénatoriale, le sénateur John Kerry (Massachusetts), a fait remarquer que les États-Unis avaient atteint leur principal objectif, qui était de perturber sérieusement le fonctionnement d’Al-Qaïda et de réduire sa présence dans le pays.

« Notre stratégie a donné aux Afghans l’occasion de construire et de défendre leur pays – soit dit en passant, c’est ce qu’ils ont fait pendant des siècles sans notre aide », a ajouté le sénateur.

Le doyen des républicains à la commission, le sénateur Richard Lugar (Indiana), a instamment demandé au gouvernement Obama de définir de manière plus précise le sens à donner au mot « succès » en Afghanistan en se plaçant dans le contexte des intérêts vitaux des États-Unis et de ce qu’il est possible d’accomplir.

« De toute évidence, a dit M. Lugar, on va faire quelques progrès quand on dépense plus de 100 milliards de dollars par an dans ce pays. La question la plus importante, c’est de savoir si nous avons une stratégie efficace pour protéger nos intérêts vitaux à long terme sans avoir à y consacrer des ressources massives sur une période de temps indéterminée et sans avoir à faire confiance aux institutions afghanes plus que de raison. »

Mme Clinton a répondu que le gouvernement Obama s’efforçait « d’avancer dans une voie capable de déboucher sur un Afghanistan stable ». Sans viser l’objectif d’un État-nation parfait, a-t-elle dit, le gouvernement entend toutefois que le pays soit suffisamment stable « pour se défendre contre les atteintes manifestes ou masquées à sa sécurité ».

Les États-Unis appuient la recherche d’une solution politique avec les talibans, sous la houlette du gouvernement afghan, et ils sont solidaires d’une réconciliation avec les talibans qui renoncent à la violence, abandonnent Al-Qaïda et respectent la constitution de l’Afghanistan, y compris ses dispositions relatives à la protection des femmes, a déclaré Mme Clinton.

« La moindre possibilité de paix sera vouée à l’échec si les femmes ou les minorités ethniques sont marginalisées ou réduites au silence. Et les États-Unis n’abandonneront pas leurs valeurs ni n’appuieront un processus politique qui annule les acquis sociaux des dix dernières années », a affirmé la secrétaire d’État.

« Nous estimons possible une solution politique qui respecte ces conditions », a-t-elle ajouté. Le choix qui s’offre aux talibans est clair : « Faites partie de l’avenir de l’Afghanistan ou attendez-vous à des attaques implacables. »

Washington – D’expert en catastrophes environnementales, Brian Pinkowski est passé maître en catastrophes gouvernementales.

On ne saurait s’en étonner : la pollution et la corruption ont beaucoup d’éléments communs.

Pendant de nombreuses années, M. Pinkowski était directeur de projet au Superfund, la division de l’Agence fédérale pour la protection de l’environnement (EPA) chargée des cas les plus graves de pollution industrielle aux États-Unis. À ce titre, il avait des contacts avec de nombreuses entités : municipalités, associations écologiques, entreprises locales et nationales, autorités fédérales et autres, etc.

« Pour moi, le Superfund, c’était un processus de règlement d’un problème par consensus entre toutes les parties prenantes », a écrit M. Pinkowski dans son interview par courrier électronique. « Du fait qu’il s’agissait toujours d’éléments auxquels beaucoup d’émotions étaient rattachées, le travail ressemblait fort à celui de développement. »

« J’aidais les collectivités et le gouvernement à trouver des solutions à des problèmes sociaux difficiles – et je le fais encore », a souligné M. Pinkowski.

Aujourd’hui, il est consultant en démocratie et en gouvernance, en lutte contre la corruption et en instauration de l’État de droit. Formé d’abord en génie civil et environnemental, puis en droit, il a travaillé dans divers pays du monde, aidant les pouvoirs publics et les entreprises à mettre en place un climat favorable à une politique et à des pratiques efficaces et exemptes de corruption.

M. Pinkowski a ajouté que son travail au Soudan méridional était un bon exemple de cela. Pendant deux ans, tout en préparant un référendum sur l’indépendance, les militants cherchaient aussi à parvenir à un consensus sur l’instauration d’une société civile et d’un gouvernement ouverts.

« Plus de 2.000 personnalités ont participé aux discussions et émis des opinions respectées sur la manière dont leur société réaliserait ses objectifs principaux, a-t-il expliqué. Les débats allaient bien au-delà des notions de corruption ; ils portaient sur la manière de consolider la société et de l’empêcher de se dégrader. »

Le résultat de ces initiatives a été l’adoption de la Stratégie anticorruption du Sud-Soudan qui pourrait servir de modèle à d’autres pays, a noté M. Pinkowski. « Elle peut être reproduite ailleurs mais la plupart des programmes de développement ont un caractère impatient. Quand une société a lutté pendant plus de 75 ans pour s’améliorer, il est crucial d’être patient dans ce processus. Et celui-ci doit inclure une sensibilisation exhaustive et un élément de prise de conscience. »

Les processus gouvernementaux qui excluent la participation de la population et la responsabilisation des autorités par le public ont tendance à conduire à une politique de moindre valeur qui à son tour mène à l’affaiblissement de la société, a ajouté M. Pinkowski. « En général, les citoyens veulent construire une bonne fondation. C’est pourquoi il est crucial de les impliquer dans le processus. »

M. Pinkowski a donné en exemple le travail qu’il fait actuellement pour la Société du compte du millénaire (Millennium Challenge Corporation) et l’Agence des États-Unis pour le développement international (USAID).

Au Timor-Oriental, a-t-il souligné, il n’y a qu’un seul fournisseur d’accès à Internet qui soit autorisé par le gouvernement ; avoir recours à tout autre est illégal. L’accès est de mauvaise qualité et coûteux, et certains soupçonnent les fonctionnaires de toucher des pots-de-vin du fournisseur unique. La situation porte tort à l’économie et ne fait qu’encourager la corruption. M. Pinkowski a dit que les résidents « apportent du matériel satellitaire illicite et risquent de longues peines de prison pour éviter la formule perdante d’un seul service d’accès. Ils enfreignent la loi et versent souvent des pots-de-vin aux responsables pour éviter les poursuites en justice – mais ils le font car la politique, la loi en question, est jugée corrompue. »

Cette espèce de « motion de censure » du peuple est l’une des raisons principales pour lesquelles les citoyens ne respectent pas la politique et les règles des gouvernements ou autres institutions, a dit M. Pinkowski. Les deux autres qu’il cite dans un livret publié en 2010 sur la lutte contre la corruption dans les organisations sont le délit intentionnel et l’ignorance des lois ou de leur signification.

M. Pinkowski a participé à des initiatives anticorruption et pro-démocratie en Irak et au Kenya ainsi qu’au Soudan méridional, au Timor-Oriental et ailleurs. Il est aussi membre du conseil d’administration de l’Africa Foundation for Human Rights & Tolerance (Fondation africaine pour les droits de l’homme et la tolérance), dont le siège est à Nairobi, au Kenya (Afrique de l’Est).

Michelle Obama exhorte les jeunes Sud-Africains à persévérer dans leurs études

Washington – La Première dame des États-Unis, Michelle Obama, a dit le 23 juin aux jeunes de l’Afrique du Sud qu’ils parviendront à réaliser leurs rêves s’ils travaillent dur, se dévouent à la tâche et gardent résolument confiance en eux.

« Je vois en vous tous la même promesse que je vois en mes filles. C’est ce qui me motive toujours », a déclaré Mme Obama aux élèves réunis à l’université du Cap. « Et je veux faire en sorte que vous soyez tous conscients de cette promesse que vous recelez. Elle est si visible pour moi et pour tant d’autres. Le défi est de nous assurer que vous la voyez aussi en vous. »

La Maison-Blanche a fait savoir que Mme Obama s’était adressée à 55 élèves du secondaire, choisis parmi ceux des écoles des quartiers historiquement défavorisés de la ville, pour participer à « une expérience d’immersion » à l’université du Cap pendant une journée au cours de laquelle ils ont fait une tournée du campus, ont rencontré des étudiants universitaires et ont été exposés à la vie d’études supérieures.

« Je sais que chacun d’entre vous peut réussir dans une université comme celle-ci ou n’importe quelle autre du monde, leur a dit Mme Obama. De nos jours, il s’agit d’avoir la volonté de travailler réellement dur. Il s’agit de savoir si vous êtes prêts à rester focalisés et disciplinés. Et il s’agit surtout d’avoir confiance en vous-mêmes à chaque étape de la vie, ce qui est encore plus important. »

Le monde observe l’Afrique du Sud et attend de la voir jouer un rôle international directeur au XXIe siècle, leur a-t-elle fait remarquer . « Quand nous disons que nous observons l’Afrique du Sud, ce que nous disons réellement est que nous nous tournons vers vous tous (…) qui serez les dirigeants de cette nation dans 10 ans, 20 ans ou 30 ans. »

Mme Obama a partagé avec eux l’histoire de son enfance dans un quartier de la classe ouvrière à Chicago. Bien que sa famille ne fût pas aisée, Mme Obama a souligné que ses parents avaient toujours mis l’accent sur l’importance de l’éducation et étaient déterminés à ce que leurs enfants poursuivent des études universitaires. Mme Obama et son frère ont obtenu des diplômes de l’université Princeton, l’une des plus prestigieuses aux États-Unis.

L’épouse du président Obama se trouvait à l’université du Cap dans le cadre de sa tournée en Afrique australe. Depuis son arrivée le 21 juin en Afrique du Sud, Mme Obama s’est déjà entretenue avec l’ancien président du pays, Nelson Mandela, elle a rendu visite à Nompumelelo Ntuli-Zuma, l’épouse du président actuel, Jacob Zuma, et a prononcé un discours au Forum des jeunes Africaines pionnières. Elle a aussi rencontré des écoliers et a visité des musées nationaux avec ses filles, Shasa et Malia, sa mère, Marian Robinson, et ses nièce et neveu, Leslie et Avery Robinson.

Mme Obama se rend le 24 juin à Gaborone (Botswana) où elle s’entretiendra avec le président Ian Khama, rendra visite à un dispensaire pour enfants, et effectuera un safari privé avec sa famille avant de rentrer à Washington le 26 juin.

Les États-Unis saluent l’aube d’une nouvelle ère de gouvernance des océans

Washington – Venus des régions les plus reculées du pays et des territoires du Pacifique les plus éloignés, des membres des communautés océaniques des États-Unis se sont retrouvés à Washington du 21 au 23 juin pour entreprendre une tâche inédite à une échelle nationale.

Ces pionniers d’une « ère nouvelle de gouvernance des océans », pour reprendre l’expression de Jane Lubchenco, à la tête de l’Administration nationale des études océaniques et atmosphériques (NOAA), veulent faire connaître leurs idées, leurs besoins et leurs questions maintenant qu’une politique nationale relative aux océans, aux littoraux et aux Grands lacs a été adoptée. L’enjeu : amener les intérêts géographiques disparates du pays à formuler des plans dans un esprit de coopération de manière à réduire les conflits concernant l’exploitation des eaux côtières des États-Unis.

Mme Lubchenco, spécialiste d’écologie marine, expliquait ainsi le concept de cette « ère nouvelle » début juin, dans un discours : « une ère dans laquelle notre compréhension scientifique des effets de l’homme sur les écosystèmes côtiers et océaniques guide nos décisions en matière de gestion ; une ère dans laquelle les orientations des pouvoirs publics établissent un lien entre l’emploi, les communautés et l’économie d’une part, et la santé des écosystèmes d’autre part. »

En proclamant le mois de juin « Mois national des océans », le président Obama a expliqué le rôle important des océans qui bordent les côtes des États-Unis, du point de vue tant de l’économie que des loisirs.

« Le transport commercial maritime et fluvial, les pêches commerciales durables, la pêche de loisir, la navigation de plaisance, le tourisme et la production énergétique sont autant d’activités capables de contribuer à la croissance de l’emploi et de renforcer l’économie du fait des richesses que recèlent nos océans, nos littoraux et les Grands Lacs », a déclaré le président Obama. « Nous voyons dans nos océans des catalyseurs vitaux pour le commerce, une source généreuse d’alimentation et un nouvel espace pour l’énergie renouvelable, mais nous devons aussi renouveler l’engagement que nous avons pris d’assurer leur sécurité et leur durabilité et nous comporter en intendants vigilants de nos communautés côtières. »

Les chiffres révèlent l’importance économique des mers : en 2007, les activités liées aux océans ont été à l’origine de 2,3 millions d’emplois et de plus de 138 milliards de dollars du produit intérieur brut des États-Unis. Quelque 156 millions de personnes vivent dans des comtés bordés par le littoral ; collectivement, elles occupent 69 millions d’emplois, qui apportent 7.900 milliards de dollars à l’économie nationale.

En juillet 2010, le président Obama a mis en branle un processus visant à équilibrer et à servir ces intérêts divers en autorisant l’adoption d’une politique nationale pour l’intendance de l’océan, de nos littoraux et des Grands Lacs. Objectifs ambitieux, certes, qui n’en sont encore qu’à leurs balbutiements.

« C’est vous qui déterminerez la voie à suivre », a déclaré Mme Lubchenco à ses auditeurs réunis à Washington, plusieurs centaines d’entre eux qui représentaient pratiquement autant d’intérêts particuliers. On y a noté la présence d’agents publics au niveau d’États, de comtés et de municipalités ainsi que des pêcheurs, des Amérindiens, des agents de réglementation, des représentants de mouvements écologiques et des militaires.

L’héritage et l’histoire des États-Unis se reflètent dans ce processus. Ainsi le président du conseil de la tribu Makah, Micah McCarty, a-t-il été invité à participer à l’atelier de planification de la réunion. La tribu amérindienne qu’il représente, dans l’État de Washington, a conclu un accord avec le gouvernement fédéral concernant l’utilisation partagée des ressources côtières, et l’accès à ces ressources, qui remonte à 150 ans : exemple « profond », dit-il, de la coopération mutuelle dans le domaine de l’utilisation des ressources.

Formulée dans la ville de Washington, la nouvelle politique relative aux océans affecte toutes les juridictions qui s’égrènent le long des 150.000 kilomètres du littoral américain.

Le comté de Broward, en Floride, sur la côte atlantique, est « en plein sur la ligne de front », fait observer Kristin Jacobs, une responsable de ce district. « C’est vers nous que le public va se ruer », explique-t-elle, quand de fortes marées vont venir à bout des digues et que les rues et les maisons à faible altitude vont se trouver inondées. Ce scénario se rencontre fréquemment dans certaines régions de la péninsule de Floride, bordée par l’Atlantique à l’est et le golfe du Mexique à l’ouest.

Le comté de Broward s’est associé à plusieurs autres juridictions, voilà déjà quelques années, pour formuler un plan régional d’intervention de grande envergure en cas de montée des eaux que Mme Jacobs attribue au réchauffement climatique. Hélas, c’est un geste rare. Les instances de gestion du littoral, c’est bien connu, examinent les questions océaniques « au coup par coup », regrette Michael Weiss, du Conseil de la Maison-Blanche sur la qualité de l’environnement.

Dans la pratique, il est en effet courant que les particuliers et les entreprises fassent des demandes de permis de construire, que ce soit pour ériger une digue, une jetée pour les pêcheurs ou un hôtel à de nombreux étages sur le sable, en ne tenant compte que de leur intérêt particulier. Il n’a jamais été question de formuler un plan à long terme qui cherche à équilibrer les intérêts concurrents et à respecter le principe de la pérennité — jusqu’à maintenant.

C’est bien l’objectif que vise la politique nationale relative aux océans. Les décisions au sujet de l’utilisation des ressources côtières seront prises de manière plus globale, a expliqué M. Weiss, et toutes les parties concernées auront voix au chapitre dès le début des discussions « de manière à intégrer la conservation à la planification des activités humaines ».

La race ne fait-elle vraiment rien à l’affaire ?

Washington – La notion de race a-t-elle un fondement scientifique, ou n’est-elle qu’une vue sociale de l’esprit ? À quel moment peut-on parler de métissage, de mixité, et comment ce concept a-t-il influé sur la perception de l’identité raciale, aux États-Unis notamment ?

C’est à ces questions, entre autres, que tente de répondre l’exposition itinérante : « Race : sommes-nous si différents ? » qui a ouvert ses portes au Musée national d’histoire naturelle de l’Institut Smithsonian, à Washington.

Conçue par l’Association anthropologique américaine en collaboration avec le Musée des sciences du Minnesota, l’exposition comporte trois volets : la science, l’histoire et l’expérience vécue. Le public se voit proposer des vidéos personnelles, des stations interactives et des panneaux d’information l’invitant à se joindre à une discussion plus approfondie des effets de la race et du racisme, qu’il s’agisse d’expériences vécues à la cantine scolaire ou lors de l’achat d’une maison.

« Les dernières données scientifiques relatives aux variations du genre humain démontrent que les populations humaines ne sont pas des groupes clairement définis, biologiquement distincts que certains nomment ‘races’ », a déclaré Mary Jo Arnoldi, chef du département d’anthropologie du Musée national d’histoire naturelle et directrice de la mise en place de l’exposition pour l’Institut Smithsonian.

Le volet scientifique de l’exposition remonte aux premières migrations humaines hors d’Afrique, profitant des dernières recherches pour réévaluer des hypothèses largement répandues sur l’origine de certains traits physiques tels que la couleur de la peau et la résistance aux maladies.

La section historique étudie le racisme depuis l’ère précolombienne jusqu’aux travaux génétiques modernes.

La partie des expériences vécues présente des enregistrements et des images de personnes qui partagent leurs expériences en matière de race, d’identité et de racisme.

Les vitrines de l’exposition sont adaptées à des visiteurs de tout âge. Par exemple, la station interactive « Qui parle ? » invite le public à assigner les voix qu’on entend à des photos de personnes de différentes races, de manière à savoir si on peut identifier la race d’une personne en fonction de son parler. Autre exemple, une vidéo sur « les jeunes et la race » montre des adolescents de différentes races et ethnies en train de parler de leurs expériences vécues en salle de classe, dans la cantine et à la sortie de l’école.

Une autre vidéo intitulée « Nous vivons tous notre race » s’intéresse au rôle que la race joue dans la vie de beaucoup de gens, qu’il s’agisse d’un couple de race mixte établi dans le centre des États-Unis, d’une petite Asiatique adoptée par un couple blanc, ou d’une femme noire qui élève ses deux fils.

Yolande Moses, anthropologue, vice-doyenne de l’Université de Californie (campus de Riverside) et directrice générale de l’exposition, a expliqué l’objectif principal de cette dernière : « Nous avons beaucoup travaillé à faire de la section sur les expériences vécues quelque chose de vivant, à partir des récits personnels de gens parfaitement ordinaires. Nous tenions à ce que des Américains de toute catégorie puissent parler de la façon dont vivre leur race est une question à la fois personnelle et systémique. »

Une Amérique multiraciale

L’Institut Smithsonian tiendra une série de programmes et de manifestations en rapport avec l’exposition. On peut citer notamment la table ronde prévue pour le 21 juillet, qui s’inspirera du livre Blended Nation : Portraits and Interviews of Mixed-Race America, et qu’animeront les coauteurs du livre Mike Tauber et Pamela Singh.

L’immigration et les mariages mixtes ont fait augmenter le nombre d’Américains multiraciaux et multiethniques, a observé M. Tauber. Pourtant, même aujourd’hui, « il semble y avoir quelque confusion au sein de la population sur ce qui constitue une personne de race mixte ».

« Une des questions que les Américains de race mixte entendent souvent est : ‘Qu’êtes-vous ?’ Une autre a trait au fait que leur apparence visuelle ne correspond peut-être pas à leur identité », a-t-il dit. Son livre présente des essais dont les auteurs multiraciaux expliquent comment ils se définissent et comment ils s’intègrent dans la société.

Le but de la table ronde, a déclaré M. Tauber, « est d’introduire la notion de la race mixte dans la discussion plus étendue, et de plus en plus complexe, de la race aux États-Unis ».

Michelle Obama: Families, Communities Encourage Young Africans

Washington — First lady Michelle Obama is stressing the importance of family and community in encouraging young women in Botswana to reach their goals.

“All of our journeys are shaped, in part, by people in our lives who love us, who believe in us, and who invest in us,” Obama said June 24 ( http://iipdigital.usembassy.gov/st/english/texttrans/2011/06/20110624101012su0.5482991.html ) in remarks to a women’s leadership luncheon in Gaborone, Botswana.

The first lady said that in addition to the young women honored at the event, their family members, caregivers and mentors were also invited to take part. “We did this purposefully because we know that education is a family affair. It’s a community affair, particularly when it comes to educating young women.”

The event celebrated 23 students chosen for their success in secondary school and university. Obama said many of the young women were the first in their families to receive higher education, and commended them for overcoming “tremendous odds to do so.”

They were joined by 10 women leaders, each of whom Obama said “has carved out an extraordinary path in this world” and “broken all kinds of barriers” along the way. The group included the first woman chosen as a FIFA soccer referee, the first woman to serve on Botswana’s highest court and the country’s attorney general.

“Each of these women earned these honors. They spent thousands of hours studying, and practicing, and working. And in the end, their stories were possible because, along the way, each of them had someone in their lives who encouraged them and inspired them,” the first lady said.

Obama shared her own story of growing up in a working-class neighborhood in Chicago. Although her parents did not have much money and never had the chance to attend university, Obama said they emphasized the importance of education and were determined to see their children go to college. She and her brother went on to graduate from Princeton University, one of the most prestigious schools in the United States.

“Success is not about where you come from or how much money your family has. Success is about how passionately you believe in your own potential, and, more importantly, how hard you’re willing to work to achieve it,” Obama told the young women.

The first lady’s remarks came during her first day in Botswana. Before the luncheon, Obama stopped at the Botswana-Baylor Adolescent Centre of Excellence, which provides treatment for 4,000 children with HIV/AIDS and their families, according to White House pool reports. Later that afternoon, she was scheduled to meet with President Ian Khama and U.S. Ambassador to Botswana Michelle Gavin.

Since beginning her trip in South Africa June 21, the first lady has addressed student leaders, spent time with young schoolchildren and toured national museums with daughters Sasha and Malia, her mother, Marian Robinson, and her niece and nephew, Leslie and Avery Robinson. She has also met with former South African President Nelson Mandela, Archbishop Desmond Tutu and Nompumelelo Ntuli-Zuma, wife of South African President Jacob Zuma.

Obama is scheduled to take a private safari with her family before returning to Washington June 26.

Blogging has grown up more quickly than anyone imagined. There are now nearly 163 million blogs worldwide with more than 69 thousand blogs created every 24 hours. But blogging isn’t just the purview of hobbyists; the ever-expanding blog industry features top-performing businesses that bring in serious revenue. Blogs have given platforms to a collection of original voices, provocative opinions and a wealth of knowledge.

Even though blogging has become a serious industry, some new bloggers may not consider its legal aspects. If you’re a self-employed or self-starting blogger, here are some of the key things to keep in mind as you navigate the legal and business aspects of your blog:

Do You Have Liability Concerns?

While running an in-home childcare center or launching a catering business seem like naturally risky professions, it’s hard to imagine that sitting behind a computer can put you at any real risk of a lawsuit. Still, there are some serious liability issues for bloggers. What if you unintentionally plagiarize someone’s work? Or maybe you end up writing about a mobile phone prototype left at a bar? What if you can’t pay your vendors? What happens if you’re fined by the FTC (Federal Trade Commission) or named in a class-action lawsuit for positively reviewing a defective product? (damn … I have a lot to say about it ..)

Most bloggers are probably aware that back in December 2009, the FTC revised their guidelines to bring social media and Internet advertisers into the mix. At the heart of this revision was a concern that it was becoming increasingly difficult to recognize an “advertisement” in social media. In 2010 the ruling reverberated throughout the marketing world and the blogosphere. Controversy surrounded Twitter, high profile celebrities, and improperly disclosed sponsor relationships. As a result, every blogger needs to be aware of the guidelines and take some simple steps to minimize their liability.

Step 1: Disclosure, Disclosure, Disclosure!

Bloggers need to disclose any “material relationship” with an advertiser or brand. This relationship can encompass anything from receiving cash, free tickets, or a free product in exchange for a product review or blog post.

For example, Joe is a video game expert who blogs about his gaming experiences. A manufacturer sends him a free game and asks him to write about it. Accepting this free game creates a material relationship that must be disclosed, or else Joe can face substantial fines. Beyond these legal considerations, disclosure is good practice that maintains a level a trust between the blogger and his or her audience.

Step 2: Talk About What Consumers Can “Generally Expect”

It’s no longer acceptable for an advertiser (or blog review) to make outrageous claims (I made $50,000 last month from home; I lost 50 pounds in 2 months; I look 25 years younger overnight) only to put a “results not typical” disclaimer in fine print. Advertisers and bloggers are bound to disclose results that “consumers can generally expect.” Failure to comply can result in substantial fines, actions by the State Attorney General, consumer protection lawsuits, or consumer-driven class-action suits. In most cases the company itself will be the defendant, but a participating blogger could be named in such a lawsuit.

Step 3: Incorporate or Form an LLC

Most self-employed business owners start thinking about incorporation in order to reduce their tax burden (if you’re paying self-employment taxes, you know what I mean). However, the main benefit of incorporating your blog or forming an LLC (Limited Liability Company) is the separation of your personal and business finances, thus minimizing your personal liability.

The LLC and Corporation (either S Corp or C Corp) protects a business owner’s personal assets from any liability of the company. So if your blog happens to be sued or fined, your personal assets, such as property or a savings account, are shielded from any judgment. On the other hand, if you’re sued as a sole proprietor, you’ll be sued personally. This means that your personal assets are at risk.

The other important factor to know is that creditor judgments can actually last up to 22 years. If you’re sued today, your personal assets will still be vulnerable throughout that time period. Keep in mind that, while you might just be starting out without few significant personal assets today, you should be protecting the assets you’ll earn tomorrow.

I’m not a fan of scare tactics, but I am a fan of education. Most likely, you’ll never run into any sort of problems with your blog. However, just in case, it’s best to shield your personal assets through an LLC or Corp, to use some common sense when choosing your advertising/marketing partners, and always to err on the side of transparency.

Air Madagascar Plc was suspended by all European BSPs on April 21st, 2011 after that Brussels has decided to ban an Air Madagascar’s plane – a leased Boeing 767-300 – from flying all over European air space. According to Brussels, this plane lacked necessary maintenance activities in breach of essential European air safety standards.
